Why are community health workers important?
  • HENAR collaborated with the Ministry of Health of Armenia to convene the Primary Care Strengthening Taskforce, a dynamic coalition comprising twelve individuals representing a diverse range of stakeholders, including the Ministry of Health, Armenian National Institute of Health (NIH), the American University in Armenia (AUA), non-governmental organizations, international experts, and members of the Diaspora.

  • This Taskforce harnessed the WHO/UNICEF Operational Framework for Primary Health Care, a comprehensive roadmap encompassing 14 key components crucial for translating global commitments into tangible actions and interventions at the grassroots level.

  • Adopting a systematic approach, the Taskforce methodically addressed two components at a time over the course of a month, meticulously examining the current landscape, envisioning targeted improvements, conducting gap analyses, and formulating draft proposals to bridge identified disparities.

  • Amidst these deliberations, the WHO primary care office in Kazakhstan facilitated a series of technical sessions on pertinent primary care topics selected in collaboration with the Taskforce, enhancing knowledge exchange and fostering a collaborative spirit among participants.

The Taskforce identified 127 major gaps, proposed 192 recommendations, and prioritized 58 actions to form the transformation plan. The actions were grouped into 7 “buckets” and placed on a timeline for 2022-2023 (“Fix the Basics”), 2024-2026 (“Improve the System”) and 2027-2032 (“Transform the System”). The transformation plan was finally adopted by the Minister of Health on July 7, 2022.

Replicable modus operandi for delivering systemic change
HENAR played a pivotal role as the backbone organization for the Taskforce, meticulously orchestrating the operational framework to streamline Taskforce activities. This encompassed establishing protocols for meeting frequency, selecting appropriate content-sharing platforms, and delineating responsibilities for Taskforce members.
The establishment of a new governance entity, the Primary Health Council, marked a significant milestone in coordinating the implementation of reform initiatives and pilot programs aimed at testing prioritized recommendations.
HENAR's innovative approach to designing and delivering systemic reforms has introduced a transformative paradigm shift, facilitating the replication of this modus operandi within the Ministry of Health and beyond. This framework serves as a guiding beacon for taskforces and public agents engaged in developing comprehensive transformation plans, ensuring a unified and structured approach towards effecting positive change in healthcare systems.
Neither time nor quality was compromised by the task force, thanks to HENAR’s disciplined approach towards establishing and managing task force’s operations, as well as the consultative nature of their engagement in the creation and finalization of end deliverables.
